In Daily Journal op-ed, Professor Frank identifies priorities for the Department of Interior

The Los Angeles and San Francisco editions of the Daily Journal recently published an op-ed piece by Professor of Environmental Practice Rick Frank on “Key Priorities for President Biden’s Department of the Interior.”  Read the article.

Professor Frank’s column identifies policy reforms the Biden administration’s Department of the Interior should undertake, including several designed to reverse policies of the previous administration regarding national monuments, federal water policy, energy development on federal lands, the role of science in natural resource policy and the federal government’s trust obligations to Native American communities.

Frank’s recommendations also include major structural reforms to federal natural resources policy, including transferring the U.S. Forest Service and National Marine Fisheries Service from other agencies to the Department of the Interior.  He argues that doing so would promote more unified and coordinated management of our federal lands, and more effective administration of the federal Endangered Species Act.

Richard M. Frank ’74 is a leader in the field of environmental law, Professor of Environmental Practice and the founding director of the California Environmental Law and Policy Center at UC Davis School of Law.
